If the Direct Marketing Association (DMA) is manipulating its votes -
they should be disqualified - completely!

I looked at some sort of Opt-Out registry (for personal interest and
gain) a few years ago. Remembering my background of Technical Director
of UniForum (CO.ZA Registry), running an ISP and that I've been running
and installing Asterisk systems...

A 'low cost' solution would be to run an E.164 registry for the +27
numbering plan. Being DNS based - the zone can be made available in
appropriately well connected internet peering locations (CINX and JINX).
That would allow 'Call Centers' to do lookups on any number to see its
DoNotCall status. A Web system could also interrogate the info (type in
a number - simply Yes/No reply)

A few Asterisk boxes with PRI interfaces could take calls from Joe
Public and relying on Caller-ID and a DTMF guided menu system could make
those caller numbers as 'DoNotCallMe' or change their status to 'CallMe'
or simply provide the current status.

Could even make it cheaper to the consumer, ring three times then hangup
- implies 'Block me'. (Telkom may not like this? - no revenue)

Cell phone SMS's (which also have caller ID) could do something similar.

I think all 'blocks' should have a life expectancy of a year - after
which they 'reset' to 'CallMe'.

I'd see this funded by the major call centers who are being required to
play nice - but nothing that costly - three or four DNS servers, same
for Asterisk boxes (and their respective hosting) - the highest
re-occurring cost would probably be the monthly PRI line rental from
Telkom!

I see this really as a 'small' project - not one that an organisation
needs to cheat and lie about...

With an E.164 DNS Lookup back-end - I really do not think a Marketing
Association should be running it - its probably a job for someone like
UniForum SA (the current CO.ZA registry administrators) - because a
properly run E.164 registry system can do so much more than just
'DoNotCallMe' (Thinking VoIP registration).
