So yes, it's indirect theft, however it's so small it's deemed negligible by those in the position to determine what applies to the whole. Summary: - Using an average of R93.83/GB for bandwidth, all spam costs 6 million internet users about R56million/year, or R9.38/year individually. - Using a median of R70/GB for bandwidth, all spam costs 6 million internet users about R39million/year, or R6.65/year individually. If you want to understand why spammers use that particular form of marketing, look it things from their perspective: it's a very low cost way of achieving more sales than conventional approaches, where the outcome justifies the means. It's not hard to grok. In a similar position most people would do exactly the same thing (over actual sales effort) Spam is cheap-n-lazy marketing, nothing more. If you want to understand poor legislation, look at things from government's position, where there are multiple stakeholders.
