No. Spammers are low life common law thieving criminals. Whether they
are stealing 1c or R10 makes no diffirence. Steal 1c from 1 million people
and it becomes R10 000 - If 1000 people steal 1c once per day for a year
all of a sudden it becomes a R3 650 000 000 (R3 Billion rand) industry.

In your example it is R6 to R10 pa and in real life there are more than 1000
spammers.

If you legitamise theft then there will be 1 000 000 spammers in SA alone
and more every year.

So I still do not understand why you would be explaining the reasons people
steal?

Sure, if it is easy to steal R1000 and it is semi legal, many (the majority?) 
of people in this country would steal.
