That's from a sample of one, which is not good data. How much does spam cost recipients? Avoiding answering the question, or changing the debate to one about principles, doesn't improve the position. It just creates another round of "then lets agree to disagree and break for lunch." Direct marketers / spammers argue the cost impact is negligible. Government appears to agree. Without good data to support a counter-argument, nothing much will change. In the time that's been spent debating this matter on this list, several people could have looked at their spam folder, done some calculations, and shared the results.
