Oooh, no not at all.

See, if people realise that Spam is theft or if it turns out
that spam is malicious damage to property or whatever the
actual criminality would be then it becomes far easier to deal with it...

This principle should be established first and is the real reason why 
it is so hard to do something about spam as many people say it is 
not theft, and it is not damage to property, then is it fraud?

The definition of fraud is much broader and spam would definately fit
into that definition.

Once we know what it is, in principle, one can lobby much easier and
argue that fraud is just plain crime.

But now if you argue that it is fraud or theft then there is a whole new
view and vision and the average guy on the street understands FRAUD
or THEFT but not really something undefined...
