There is a difference between communication and marketing and if you have 'opted-in' or asked for marketing that in fact is then communication. If you have not asked for marketing then any marketing you pay to receive is in fact someone stealing your money as they are representing to your ISP that they have a message to be delivered to you that you have in fact asked for.
