There's the rub.  Like terrorism, there isn't an objective definition
of SPAM.  If there was, it would take a single country to set a legal
precedent and the end of SPAM would come very quickly.

Without it, no one knows what to block, prosecute or otherwise
discourage.

I mean, this message is costing you and me both some insignificant
amount: how does a law enforcement agency know that you don't think
it's theft by me of that insignificant amount of money?
