I looked into this about 4 years ago. If you are specifically looking
for an HP-OV -style desktop X11 application that is supported and free
(like tkined/scotty), you're out of luck.

There are dozens of web-based NMS to choose from. I'm told the FOSS
implementation du jour is Zenoss.

It seems using a "network map" as the central visual metaphor for an NMS
front-end is no longer in fashion, replaced with tables and graphs
(perhaps because until recently, building a map-like GUI in a web
browser has been a PITA?).
