I understand that ICASA's Numbering Database is almost, but not quite, ready for primetime exposure.

Meantime, IIRC, MWEB set up an online DB specifically for 087 numbers way back in 2008 or so. Aha! Found it: -

Unfortunately, it doesn't appear to have been updated, as it doesn't list this number: 0871350594
The plan at the time was for each VoIP operator to upload their data to the DB. Perhaps this hasn't been done. Although at the time a minority, strangely, were coy about assignments, by definition they must be public knowledge, as every operator has to know who has which number, otherwise interconnection wouldn't work.

Entirely fortuitously,  I can confirm that the number was assigned to Bitco, on 27/09/2011. As others have suggested, take it up with them. They are both an ISPA and WAPA member, so should be pretty well behaved.
