FWIW, my experience is that Vodacom does actually filter calls with very 
broken or missing caller ID (note: missing is different from hidden to 
end-subscriber) and is also quite quick to question their interconnect 
partners when calls come through with caller ID's they're not expecting. 
It seems that, rather than filtering calls such as the one above, they 
create an exception report which they then query with the 
interconnecting operator retrospectively.

Some complications arise when calls are transited through many 
operators. E.g. If the call got to Vodacom via Telkom, VC would have to 
raise a query with Telkom who, in turn, would have to trace the call to 
see which operator they received it from. Things get messy if there are 
three or four or ten operators in between and even messier if some of 
those operators are foreign.

It's not always practical just to filter pro-actively; such an approach 
can cause a large number of false positives and, in doing so, create 
liability. Creating an exception report and then dealing with it 
retrospectively does seem to be the more sensible approach.
