You seem to be confusing becoming a registrar with registering
a domain.
Registering a domain is exactly what it sounds like.
Become an accredited registrar means that you gain access to
the co.za EPP interface, and you can register domains directly
in the co.za database without using the legacy UniForum system
to do so. It is also cheaper to register domains as a registrar
than it is to do so using the legacy system. Typically, an ISP
would want to become a registrar so that they can provide
cheaper and more efficient registration services for their
clients who wish to register domains.
It certainly does not cost R5k to register a domain.
