Interesting question, according to the (U.S. FCC) Technical Advisory
Council, Critical Legacy Transition Working Group:
"the FCC should set a date after which the circuit-switched voice elements
of the PSTN would no longer constitute the network of record in the
United States"
From what I read, the (target) date is based on a (U.S.) National
Center for Health Statistics report that determined only 6% of the
U.S. population will use the PSTN in 2018.
