While I'm not a spokesman for anyone in this matter, or on this list, I could make the following observations: -

1	The radio protocol used is proprietary to the radio manufacturer. This isn't too important at this stage, as the focus on "TVWS" is about determining which spectrum can be used without causing interference, rather than how good the communication itself is, IMHO.
2	The DB operates on a geo-location basis, rather than actively sensing in terms of "Cognitive Radio" principles
3	ICASA and Sentech have supplied Google with data on what spectrum is supposed to be used where (TX power, antenna height, location, angle, type, etc.) Google have analysed this (not a trivial task, in contrast to someone's "face palm" comment on a TechCentral article), which involves carrying out Propagation Modelling for every transmitter within several hundred km on every frequency used, to determine which frequencies ought to be available. The CSIR then carried out field tests to confirm these results. Based on this, various channels were chosen for tests
4	The various broadcasters are very much involved, as they are the most likely recipients of complaints about interference.
5	Not sure what you mean by "type of Internet access", but TENET has provided a fairly fat pipe to Tygerberg Hospital, where the Base Station is located. Each school has an existing ADSL connection, so that they are not dependent on a test connection which is by definition is not reliable - it's a test.
6	The speed test that I witnessed at a school showed about 5.5 Mbps down and 1.5 Mbps up. This wasn't the point, as it's a function of the radio access protocol used, which can obviously be improved as a separate issue to the TVWS trial.
7	Regulatory issues are still to be resolved. It's hoped that the outcomes of this trial will assist with this.
