the graph here seems to suggest that this is a higher number - ie.  40%.

this is not abnormal.  wouldn't it be nice to have clean, consistent and accurate whois info, eh?  :-)

let me add some more detail here.  as mark indicates, access to the AfriNIC portal is not an indication that you have the ability to vote online.  to do that, you'd need to register with AfriNIC to get a BPKI (business PKI) certificate.  being able to participate in electronic voting is just one benefit of the BPKI.  there are others;  like being able to participate in the RPKI (resource PKI) work that's being done now to help prevent route hijacks.  

unfortunately, it's no longer on the front page, and now buried under a few clicks, but here's how to get started:     see here:  http://www.afrinic.net/en/services/bpki?start=1   for a starting point on getting your BPKI certificate.  i'd strongly suggest you register, and obtain your BPKI cert as soon as possible;  this process usually takes a few days, and last i knew, it was a manual process, so best you get started *NOW*  !!

it's worth pointing out that it's the *admin* contact that's registered for your organisation at AfriNIC that will become the point of contact for most of these messages, so it's super important that your admin contact be a recognised and active person inside your organisation!  :-)

this much, i agree with.  in as much as it is voting that is being discussed here, there are a few other things that you *should* be involved in.  probably starting with the resource policy discussion list:  RPD - where policies about internet number resources (ie.  afrinic's #1 responsibility) are discussed
