Microsoft DNS: Anyone from MS here that knows how to alert them?

I'm having a huge problem with mail from outlook.com not sending to another domain due to MS's DNS not knowing that a domain has been updated. Getting a 5.5.4 response to all message to the recipient domain. Does anyone know how to contact them?
