We are not looking for complete hosting for the OpenStreetMap project.
We are looking to offload some South African only services [1] closer
to the South African community.
OpenStreetMap's worldwide outgoing bandwidth requirements are in
excess of 300Mbit/s averaged over 7 days. [2]

We use a linux based stack running on Ubuntu LTS for all services, all
services are installed/managed by our configuration management system
(Chef).
Ideally we're looking for: A dedicated server, else 2U rack space,
else good sized VM.

Hosting only server listed in [1] requires 18Kbit/s outgoing average
(but realistically traffic would likely treble once in ZA) [3]

I'm well aware that bandwidth is extremely expensive in South Africa.

In an ideal world we'd also offload ZA tile.openstreetmap.org traffic
[4] which is ~280Kbit/s average.

We use a custom PowerDNS GeoDNS backend to roughly segment the traffic
[5]. Anycast is unfortunately not an option available to us.

Depending on the hosting, we would proxy-cache (90%+ bandwidth cache
hit) or set up a full hosted instance.

Yes, dropping a box is an option. We'd have to source a box and might
even entail shipping out an oldish HP DL360 from the UK.
Our life would be easier if there was hardware available.
