You could work from a definition from one of the W3C 
documents.  Someone will have to explain it in a language which a 
lawyer can understand.

It would be less difficult if there was an analysis to determine 
where the actually execution is taking place.  I understand the 
question being asked in the message.  There isn't a simple answer.
