Yes, that's right. They were planning to do it by 2013, IIRC, but the Mobile Operators successfully stalled the process.

As you may know, I led something that rejoiced in the name of SHAR RATT - SADC Home and Away Roaming - Regional Alliance Task Team - which made significant progress towards implementing a glide path to bring roaming rates down to no more than a few % more than local rates.

Unfortunately, in his infinite wisdom, Stevie Wonder defied the entire ICASA Council and flatly refused to sign the authorisation for me to attend the final meeting in November last year, when it was supposed to be all wrapped up. Needless to say, it didn't happen, and two years of very hard work were wasted.

There will also be a maximum charge of 2 euro cents to send text messages and 5 euro cents for every megabyte of data downloaded.

by way of comparison, looking at my SMS history for the previous month, i see roaming rates for my carrier as (in ZAR per MB):
EG: 17.50
TN: 128.50
MZ: 5.00
NA: 17.50
