It could be intentional but looking at the as-path its more likely that
some BGP traffic engineering is leaking through badly configured filters.

I don't see an as-path like that on any of the networks that allow me
access to their BGP. It would be difficult to investigate any further
without knowing the destination IP (or at least the subnet) involved.
