yes.  that  still involves the _transfer_ of the registration information to the new entity. 
and there is no policy to do that in this region.  
so, the afrinic staff are not permitted to do what you describe.
unless its a legal company merger/acquisition.

thats not the same thing as some ISP wanting to offload an unused /20 ....

if you got your resources pre-arin (and yes there lots of these in ZA) then you can pretty much do what you want.   i am about to hop on board a long series of flights, but i am sure andrew/mje (whom have both served as directors of afrinic recently) can tell you more.
