Spam Award for 2017

Hi,

In gathering statistics, actual spam and other data, it became clear
that only three of the top ten ISP's (by volume) in South Africa manage
abuse effectively. 

Competition for being the number one, is extremely tough as abuse
management in South Africa is on a recurring decrease and many ISP's
are vying to be the worst of the worst.

The winner is Telkom SA Limited IP number:196.25.211.37

Not only is [email protected] non responsive to abuse complaints, but the
abuse is ongoing over a long period of time. It seems to be the
strategy of the company to relay spam through this IP number instead of
losing their spammer clients, as they (TelkomSA) are knowingly abusing
limited resources of smaller players and they just do not care.

Just because your company name is not the winner, do not be confused:
During the course of this research I learned that the Top ISP's in
South Africa are all spammy and only when they cannot relay email to
@google (without ending up in the spam folder at first and then 'drop' )

Then they actually do something (sometimes this entails simply shifting
their mail server IP to a "new" IP.

This strategy however will no longer work as International Lists are no
longer simply "releasing" resources and some resources remain on lists,
forever.

Something else became clear also: The single largest company that
relays emails in South Africa, is Google.

yes, Google also sends spam, but the difference is that Google is
reactive to abuse and sends over 1000% less spam than the most spammy
ISP, if one takes volume into consideration.

Google also sends the least amount of spam, not only by volume, but if
you compare the straight number, to the Top 10 SA ISP's.

That is shameful.
