About Robocalls: Does the Electronic Communications Act cover robocalls?

ianal, but as robocalls are made electronically and not by people, it could be argued that it does?

then, many consumers are under the impression that it is "okay" or "normal" to buy databases 
of either email addresses or phone numbers...

Apparently one of SA top Universities ran some marketing diploma or course where 
the course material "informed" learners that it is perfectly acceptable to purchase 
email databases and perfectly acceptable to subscribe these email addresses to 
a mailing list - as long as there is an un-subscribe link...

The course material then changed to say that it is perfectly fine to send a single marketing email
and then the course material changed to say that people have to buy
email data from "reputable" vendors such as credit agencies.

The problem that I have is what is this University (and potentially others) doing about all the 
students dumped on society that were taught complete rubbish?

It is truly amazing which respected South African companies buy stolen databases.

What is not surprising is that corporate spam is resilient and that
once a bank or life insurance or other "large" corporation have wrong
information (wrong email address etc) how hard it is to get off the
@noreply lists.

South African ESP's relay a ton of @noreply rubbish.
