This has already been making the rounds in IETF and the feedback there was tougher because people have already lived through this with IPv10 which wasted an enormous amount of time and effort. Just tell whoever is proposing something like this to start coding up their effort, and show that it works. This doesn't need more design documents, it needs running code.
