As long as you're happy with the difficult ALU/Nokia Accounting VSAs which
are painful to deal with to say the very least as the same VSA gets used
for multiple policers / schedulers.

Using FreeRadius you need to split the Octets value with a 2 byte short and
64Bit counter.
