Do exchange operators adopt this policy simplify scalability?  At the
Seattle IX, we require only that peers honor route advertisements; if 
someone intentionally announces the full table or a default route to
another peer, so be it.  Commercial exchanges should be more incented to
increase peer usage than the (free) SIX is.
