local peering

as a beginning for what i hope can become a small local interconnect
point for isps, another competitor and myself have discussed
interconnecting our networks. we probably don't have enough local
traffic to have this make a lot of sense yet from a peering standpoint,
but we'd like to take advantage of the interconnect to provide additional
redundancy for transit from each of our providers. the cost to
interconnect would be completely shared from a facility standpoint
but i'd like to have some accounting of the transit we provide to
each other in order to determine who owes who for any traffic imbalance
each month. we do of course graph all our stuff with cricket/rrdtool
but graphing is a little difficult to stomach as an accurate means
to bill. anyone doing anything like this? how do you accurately settle
charges?
