Portland (Maine) may look like part of the MSA set of clouds, but we
are the edge. To get traffic between one side of Portland and another
(me@home to me@shop), my packets are going to Boston and New York on
ISP A's upstream, to hit an IX, and come back on ISP B's upstream.
When we push the leafs out for interactive traffic to our 56kb edges,
for intra-Maine traffic (Maine located servers), this is an obvious
non-win for all Maine-serving dialup ISP.

To get from any point in Maine, to any other point in Maine, you must
first go to Boston, or New York. Classical Maine humor, you can't get
there from here.
