	what is the functional difference between a REP and any other exchange
	facility?

	my view of exchange defining characteristics:  
		IP based i.e. not telco-crossconnects
		a localised facility where IP datagrams from divergent
		organizations (where they do not share a common routing
		policy e.g. distinct AS or policy boundaries) are exchanged
		over a fabric that is often managed in a neutral fashion.

	otherwise, I have real trouble lumping exchange fabrics into 
	niches.
