Find me anyone who's peering "in order to tie together the global
internet" and I'll buy you a beer.  People peer in order to exchange
traffic as cheaply as possible.  All people peer for that reason, and
there's no other reason to peer.  Wher eyou do it depends upon where your
traffic is sourced and sunk.  That's it.  There's no magical distinction
between different "sizes" of peering exchange.
