Is Cook Report Any Good?

Greetings, I ran across info on the Nov/Dec 2002 Cook Report on the "Economics of IP Network Interconnection: Peering, Transit, and IXs." Simple question, is it worth the $250? OBTW, I've been lurking since about the beginning. We are a midwest municipality that is running a GBPS MAN with a couple of transit DS3s to AT&T and Sprint.
