IRC Office Hours move to every other week

In an effort to give the OSAF development team more uninterrupted hours 
to work on code, we are changing our IRC Office Hours schedule to *every 
other* week.

This means that next Wednesday, 27 October, we will not have an official 
Office Hour.  Our next one will be 3 November at 11 AM PST.  (Note!  
California goes off of Daylight Saving Time the Sunday before.)

You can certainly show up at 11 AM on the "off" weeks; there will still 
be people there, but there might not be any focused discussion.
