[Please Review] Chandler.po


OMG that took a long time.

I have finally gone through all the strings generated by the pot file  
and created a Chandler 'translation' that I hope will be used as a  
basis for translations into other languages. (Philippe tells me  
translation will begin tomorrow at EuroPython.)

Which means, that we need to finalize our version by end of day today  
(especially given the time difference).

Philippe is going to look over the file to make sure I didn't screw  
anything up. I also had a bunch of questions for Heikki, Morgen,  
Brian Kirsch and Bryan Stearns.

What I did:
1. Unified terminology, capitalization schemes, grammatical conventions.
2. Streamlined verbiage.

I will be pulling together a guidelines page on the wiki for future  
translators.
