What's wrong with the existing, "Unable to get issuer certificate"?  I
think that sort of error is going to be rare, and I don't think there's
a good way to describe the situation without assuming (or explaining) a
basic level of understanding of certificate chains.

Would it be better to add detail?  Perhaps mention explicitly that this
means the certificate won't be trusted?
