[Cosmo][Desktop] 1.0 Planning Pages

Just as an FYI: I've started pulling together planning pages for 1.0  
for both Server and Desktop.

There's really nothing exciting there yet. Mostly lists of bugs and a  
list of 'things we already know about that need to be spec'd out'.
