Unless someone objects, I'm going to put the text link for creating a 
new collection in the Web UI under the horizontal separator. Here's why:

1. The collection list scrolls. If it's inside with the collection 
names, once you have enough collections to scroll, it will no longer be 
visible, because it's at the bottom of the list.

2. Making it a text link that says "Create collection," there is no 
ambiguity about what action will happen if the user clicks, so proximity 
to the existing collection names isn't as necessary as it would be with 
a context-less Create button.
