we could do that.

here's a an idea: have one set of immutable, never expiring tickets
that's created along with the collection and that can never be deleted
except when the collection is deleted. these would be the ones used by
desktop and web ui. then allow users to create any number of
additional tickets that they can delete anytime they like.
