This workflow really looks like it should be done in a wizard. I know that this was something that you wanted to avoid, but I think the alternative is even worse. Trying to cram all the options into a single dialog whose contents change depending on the selected file will only make it more confusing for the user to discover the available functionality. Also, if a wizard is used, it becomes much easier for plugins to contribute their own import/export functionality -- Eclipse is an excellent example of how this could be done. (And perhaps the RSS plugin could be used to demonstrate this by importing feeds from a Firefox bookmarks file.)
