Default Timezone for new items

I've just opened a new bug for this: <https:// 
bugzilla.osafoundation.org/show_bug.cgi?id=11559>.   For people who  
do not change timezones much, having to set the timezone manually via  
the long menus is really annoying.  I'd like to propose that we fix  
this via a preference as outlined in the bug.

Thoughts?
