It would seem to me to be a bug for the tips dialog to be modal, i.e.  
not allow input into other dialogs or the main frame. A modal dialog  
would seem to me to be foisting the "tips" on users :).

And, yes, agreed that it's not helpful for the two dialogs to overlap.
