[Chandler-dev] Wiki outage yesterday

Yesterday (2008-07-28), there was an outage with the Chandler Project  
wiki.  People saw a "your IP has been blacklisted" message and access  
to pages was denied. What happened technically is that the wiki  
blacklisted *itself*, so pages which used our shortcuts (/wikihome, / 
faq, /etc) were denied.  Normal pages were not affected.

The cause of the problem is unknown, but most likely was a high-ish  
level of traffic, triggering this throttling behavior that we've  
probably been subject to since at least Preview.

The wiki machine's IP address has been added to whitelist so this  
won't happen again, and I've made a note to change it when the wiki  
machine changes IP addresses.

9 non-OSAF people reported the problem as requested to the wikimaster  
alias.  I've written them individually with thanks, apology, and  
requests to try again.
