[chandler-dev] Upcoming build changes for Ubuntu

I'm going to commit a few changes to Chandler subversion to support
native recent Ubuntu's.  I've built a deb for Intrepid and am planning
to host a repository (/etc/apt/sources.list) on OSAF servers for Ubuntu
(and maybe Debian lenny).

I'd encourage any review people throw at me after this "commit then
review" cycle.  There will probably be a few small phases of moving
towards full support.
