[chandler-dev] A question about locales: any difference between Simplified Chinese and Traditional Chinese?

I guess PyICU is using ISO 639-1 standard, so I am trying to localize Chandler using a file called Chandler-zh.po But my problem is, whenever I select Chinese(Taiwan) from File >> Switch Language menu, Chandler starts with an error I18nException: Invalid PyICU Locale: 'zh_HA' The problem is ISO 639-1 does not make a difference between Simplified Chinese and Traditional Chinese.
