mod_perl and /bin/view removal are not in the Thursday wiki release; 
apologies for the confustion.  Those two are planned but unscheduled tidbits.

Ah yes indeed, you are ahead of me.  The tag-related plugins will be 
available for installation and I'm looking forward to making them available. 
  Tag clouds too.

The currently-planned sequence is 4.0.1 upgrade, then mod_perl, then we 
jointly sort the rest as there are a lot of nifty options.  I suspect we'll 
agree on the important low-hanging fruit.  Tags is on the short list.
