tracks the licenses of all the libraries used by the desktop.   It  
dates from the days when OSAF planned to dual license Chandler.   
Since then, we've switched to the Apache License 2.0, and abandoned a  
dual licensing strategy.   If there are no objections, I'm going to  
de-link this page.
