Last call for OSAF bugzilla upgrade to 3.x before Preview

This is a last call for a decision on updating the OSAF Bugzilla
instance (bugzilla.osafoundation.org) to bugzilla version 3.x before
Preview.

A month ago, a test instance testzilla.osafoundation.org was made
available for testing.  A number of people tried it out.  No problems
were found; all tickes and data seemed to be preserved and features
worked normally.

There is some risk in any upgrade.  There is a chance some existing
tickets were corrupted, or that features have changed in a way that
cause OSAF problems.  Also, if problems are found later, it will not
be possible to downgrade to 2.x smoothly.

Upgrading bugzilla would buy us:

* Somewhat better designed web UI pages
* Support for UTF-8
* Network API (XML-RPC) to better support tool automation
* Faster backend (code improvements and bigger server)

Possible downsides include:

* Risk of features breaking
* Risk of tickets or data not being preserved
* Change of UI interrupting old usage habits
* Can't downgrade to 2.x

If we proceed with an update, we'll need to pick a time slot which has
minimal impact.

If we don't proceed, we'll still update to Bugzilla 3.x at some point, 
but it is possible to defer the update past Preview.

Overall, my personal impression is that we should update bugzilla as
soon as we're ready.  Based on testing, the risk seems low, and the UI
changes are quick to pick up.

Looking for Apache-style 3x +1s yes votes with no -1 votes.
