Existing chandlerproject.org web redirects

After going back and forth with the web redirects and evolving a useful 
set, I thought it might be helpful to recap the current state for 
reference.  The full list is included below:

Some context:

[P,L] means the server goes through extra work to keep the location bar 
at the short name.  This should only be used for the most important pages.

[R=302,L] means these are just a regular redirect, and the location bar 
will change.

Not all of these are "official".

The extra decoration for wikihome means any of /wiki, /Wiki, /WikiHome 
will also work.

/troubleshooting is there because I found myself mis-typing it once.
