I know a little bit, so let me try to answer this.  Note that I don't 
work for OSAF, so don't have the entire history.  I'm sure I will get 
*something* in my answer wrong, but I suspect that I'll get the 
high-order bits right.

First, the private wiki predates the public wiki.  So part of it is 
just plain historical.

Second, OSAF is an employer as well as a project home.  There is some 
personnel information on the internal wiki that should not go out to 
the public.  I know for a fact, for example, that my home phone 
number is on the internal wiki.  I would not want that published to 
the world.  (And note that because it's a wiki, it's not that 
straightforward to just strip the personal information out; you also 
have to strip it out of the history.)

I believe that the plan is to migrate to the public wiki, but I think 
that doing so is lower on their priority list than e.g. making a 
solid, concrete schedule.
