I've been waiting for the existence of an 'official' OSAF collaborative
documentation environment, such as a wiki, before I start creating
those.

In general, I've found that posting those kind of documents on a mailing
list will start a discussion, which then peters out, and none of which
gets captured in an easily referenced form.

NNTP groups are better, in some ways, but are still a discussion medium
(who posted and when, about what, what they posted), not a documentation
medium (This is a document, here is how it changed and when, and who did
it).
