design process

We know our responsiveness to discussions on the design and dev lists has 
been haphazard and incomplete.  We're close to having staff on board whose 
first task will be to organize individual contributions from the lists as 
well as internal thinking to date into a coherent whole.  The new staff 
will also serve as an ongoing resource for coordinating community 
participation in the design process.  Please bear with us.
