Yes, this the correct way of doing this.

Now, you need to add the directory to which the the files were moved
to your sources.list. 

Here is an example, assuming that the directory is on a hard disk:-

deb file:/home/jason/debian unstable main contrib non-free

Where the part `deb file:/' should be as is; `/home/jason/debian' is
the directory where you moved the files to; and `main contrib..' etc
are the various sections of the debian repository.
